Initiative 81 did not legalize psilocybin: it remains illegal under the federal Controlled Substances Act, which applies with full force in the District.
DC's cannabis "gifting" market, created by Initiative 71, produced a retail culture that some shops have extended to mushrooms. These are not licensed dispensaries.
